my guesses are...
a boat... part of the boat is under water, part is over. you are moving, and not getting wet.
number 2, swimmming on the surface in a scuba suit
number 3, one of those huge aquariums that you can walk through, you are under and above water at the same time.

Attempt 1: When you drive through a tunnel (which is underwater like in NY) and then come out and go over a bridge?
Attempt 2: In a submarine. Your moving through under, then you come out and move on/over
