If any company went to a chipset that does not support cellular, they can support it by another chipset... Tegra2 smartphones/tablet as an example
yes expensive and bulkier option than a single chip solution... but it will take a while till you see a single chip with both Quadcore and cellular in it... and + it WILL be 28nm...
All chipset makers decided to go for 28nm for Quads even for non-cellular solutions, except NVIDIA with it's Tegra3, might be the fifth Core + Advanced power management... Tegra 3 is not a 28nm chipset, but a 40nm one.. thats why you see NVIDIA very advanced in timing compared to other manufacturers, as all are waiting for 28nm including Samsung... and if Samsung will make GS3 a quad, then we will have to wait longer unless Samsung is hiding something special.. I didn't saw any roadmap for Samsung chipsets...
I don't know about Samsung roadmap, but all others will have Quad/Cellular 28nm chipset very late, some of them already in 2013 or even late 2013... I guess it might be the fact that it will be a huge chip so they must have mature 28nm process before they go for it...

i'm also in contact with a developer who uses an prototype unit and to be exactly about charging times:
in the beginning the phone is charged with an immense current of 2,6 Ampere!
this is done until the battery is at 80% charge after about 30 minutes... after that the charging rate gets lower and lower until the battery is fully charged...

Marketingwise, QuadCore is definitely an advantage. Not so sure about performance though, from what I understood a dualcore processor on A15 base is at least as performant as a Quadcore using A9 cores due to the fact that A9 is not optimized for quadcore operation. Can only repeat myself though: I generally have no idea about processor architecture etc. (and therefore I'd fall for the marketing thing too )

Exactly, that's why we see Tegra3 in many Tablets, due to the bigger batteries and so on. If Samsung releases a phone on Tegra3, we know that most likely will LG, but they suck ey?  it will only be for those who like specs/benchmarks. Everyone praised Tegra2 and it sucked BIG TIME! I can't recall a really good Tegra2 phone. There were so many hickups but still people buy it!
BTW, have been playing around with an Arc S developer unit with full working Sony Ericsson ICS, felt great! Not polished but nice to try out.

Based on this article the quad core exynos 4212 is nothing special.

It only has a 20% performance improvement and will not be available until late 2012 or early 2013.

A dual-core cortex a15 at 2ghz/2.5ghz is better than a quad-core cortex a9 at 1.3ghz.Due to better architecture and 40% higher performance at the same clock speed. |

I totally agree. I can not remember the link for the page but if i find it i will post it.
It stated that a dual core A15 clocked at 800MHZ is faster than a dual core A9 clocked at 1.5GHZ.

I think the problem for Sony, HTC, LG, Motorola etc is that Samsung controls so much of its own destiny since they produce their own processors, displays etc. The chip to watch out for maybe isn't the Tegra 3 but Samsung's 5250, based on ARM's A15 with the Mali T604 GPU, Samsung has stated it will be mass produced at 2Q2012 (2GHz using a 32nm process ). but it will go into tablets first. ehh... I mean if it able to run fully utilize power of quad core, shipping with quad I don't think that would mean to be a native support.
I doubt if we will follow the same route as it gingerbread ran on dual-core again!
