Could state censorship/security have something to do with it? A paper with a strange logo and autographs can be suspicious.

If the paper tour starts again for the 3rd time, i suggest we should keep that guy/girl who is supposed to receive the paper, out of it due to may be irresponsible postal department of his country. Atleast paper wont get lost. What do you think guys???

Unfortunately there are many countries, in which the postal service isn't reliable, so, yes, in case of a third start, we'd have to know, which country this is.
