It's not usually a registry issue, more often it's down to firewalls or antispyware apps blocking certain domains outside of outlook express.
I did a quick google for 'outlook express not displaying pictures' and found quite a lot of possible solutions so rather than post them all or the links here, you could try the same

Why dont you build it yourself? Its really not that hard, just like a 3d jig saw puzzle. Built mine myself (first time builder and all went fine, well apart from the odd fault i get now and again).

cant, have no experience AT ALL! all i know is the peices (cos i googled it) i mean you have to match all the speeds up, and i dont know which peices go with what, where they go, etc.
im trying to be honest, if you can help me, id be real greatful, if ya like, id show you what ive got so far? i dunno, you dont have to

You need to decide on a CPU before you go looking for motherboards. AMD X2 series or Intel Dual Core?
Also, have you already got all of the mundane stuff like the case, power supply, CD/DVD drive and floppy drive?
Once you've got all of the bits, if you can get someone to drop them off at my little workshop on George Street and collect the finished product, I'll happily build the PC for you for free All I ask in return is that you write a short testimonial that I can post on the company website, you know, just a paragraph saying how great I am
Since they're your bits and I'm doing it for nowt, there's no guarantees though. If you end up buying a load of crap and it packs up after six months, tough ti**ies!

Just out of interest, have you tried setting the accounts up in outlook or a different email client just to see if it is definately Outlook Express and not something else?
If it is OE, you might be looking at a complete reinstall of windows Good old M$!

no did not try it in any other email clients aprt from OE. I am sure its an OE issue because none of the pictures from any senders are coming up...
let me try reinstalling ie and see what happens...

Vista has a new boot menu system called 'startup and recovery settings'. It's in control panel - system properties - advanced.
You can set the time-out there. It should list Vista and 'older version of windows' as the two installed OSs.
