im guessing its so that they dont run over other ppl/cars/2 wheelers really fast, now they will all get run over in slow motion. funny thing is the speed limiter (i mean the nail under the accel pedal) prevents the buses frm climbing up steep slopes (bridge) even in first gear as the accel pedal cant be pushed all the way down. i love our govt and its crazy ideas

@sanny boy, its a governor, which runs on the differential preventing it from increasing the speed, afaik.
