I just realized a photo can look pale and over-exposed on one monitor and clear and sharp on another

When I looked at photos on a laptop all photos looked cloudy and over exposed but on my desktop PC photos look much better. So to a certain extent your monitor determines the quality of pics it shows here

does it look like i did?:D
i didnt use flash there..i want to try and practice how to take night shot photo's with out flash..any tips?

Put phone on a table or something stable, without flash you will always get blur if something is moving in the photo, depends if you want blur or not.
