Newbies are new to the forum and dont know what they are in for. Let them put a heading of their choice. By the time they get the hang of the forum, they will post correctly.

I make a point of editing titles I see that don't adequatley give a description of the topic for people viewing the thread indexes/new topics etc and sometimes for repeat offenders I send a PM asking them to change it themselves and explaining why.

Unfortunately I don't catch them all but I just did two threads a few minutes ago
