The "Press any key to boot from CD..." message that the Windows CD loads to the screen stays for about 5 seconds before it goes, so you'd have plenty of time to press something. If it's that quick then I'd suggest it's your computer trying to boot from a CD, not finding one and then using the next option, probably the hard drive.
If you've got more than one CD drive, try using the other, or press F8 while your computer is memory checking at the beginning of the startup sequence. Some modern motherboards allow you to choose which device to boot from from a list that comes up before the loading sequence starts
System Restore annoys me - it's a good idea in principle, but 1) it uses far too much disc space by default, 2) it saves viruses and corrupt files to its backups because it doesn't bother to check them and 3) when you actually need to restore from it, it never works. It's about time Microsoft developed an operating system that isn't affected by viruses (a bit like Linux ) |

if its a bios option u must make sure that the cd drive is activated as a boot drive
(i cant guide u though that because there are a lot of diferent bios sistems, so u will have to find it urself)

if they are really that important get another HDD, plug it in, go in to safe mode, and transfer the files (thats what i did, but i already had the 2nd HDD)
otherwise do the same but transferring them to cds
