Its a proper flash when used with compatible phone but it has a flashlight mode (i.e. permanantly on) and also a strobe mode...

but i;m not sure abt the price yet coz it hv not been said in the side but personally i don;t think i won;t be more than 30 pounds and yes ,it's 4 T610 ONLY~
