The way the T68i works (and also T610, I would suppose) is that a .jpg image is converted internally to a "raw" file format that is tailored for the T68i display. This is only done once for each image (usually directly after loading) and the reason for this is that it would be far too slow to do it in "real time".
On the T68i, this image is 101 x 80 and 8bits, which means that about 8 Kb is needed for its storage. (Smaller if it is an image that doesn't cover the whole screen.) At the same time, the .jpg image itself is stored so that it is possible to forward your downloaded .jpg image to a friend, for instance. So, if the .jpg image is 40 KB, the total size would be 48 KB.
There is really no way around this if you don't want to decode the images in real time. I do not think that will be possible even on the new T610. On the contrary, it will be even worse. The screen is larger (160x128) and the color depth bigger (16 bits) which means that each image can take up to 40 kB extra per image! But that is only if it covers the entire screen.

2. Is the memory allocation improved over T68i's? In T68i, a 10KB picture will waste 20KB in the phone, a 20KB screen saver may even waste over 100KB in the phone. Is the case same as in T610?
