O2 are quite happy to brand other phones (including their own XDA line of smartphones) but haven't messed with the iPhone. It's obvious Apple don't allow it, and customers wouldn't stand for it (at least now that they've been spoilt by two generations of unbranded iphone). There's nothing to stop the networks from releasing their own apps. If they genuinely add value, customers will install them.
