I would disagree with you on this - all Sony Ericsson prototypes with IMEIs like 000000-00-000000-0 I came across were locked in such way that only flash-chip exchange and complete reprogramming could help.
I am not sure about Ericsson prototypes. But anyway, how would they test the locking feature otherwise?
