Would have thought so, if you've got a TV which most people have then you've nothing to worry about.

Another question... can people outside the UK watch the UK channels... BBC etc....? As it is the BBC we pay our TV license for...

Good question not sure how that would work. You can buy packages in certain countries can't you? Like BBC in America and i know a friend of the family who lives in Majorca can get it, obviously she pays for it, like sky etc etc.

This is not UK only. It once started with Switzerland, been in Germany since last year, too.
PK: Over here you even have to pay for internet capable computers as you could receive TV streams with it. I think in the UK it's the same:
You need a TV Licence to use any television receiving equipment such as a TV set, digital box, DVD or video recorder, PC, laptop or mobile phone to watch or record television programmes as they're being shown on TV.
