I doupt that this will ever pass due to it being illegal in many countries to lock the phone and may become illegal here.
Your phone operator is legally obliged to unlock your phone if u ask them to as its your property (pay as you go) and you have brought it, although they are allowed to charge a fee for doing it ( 3 takes the piss) |
