I don't know why it happened either, but it's quite common for a user's registry settings to mess up for no apparent reason. Creating a new user account often solves all sorts of strange problems like software not installing or not working properly etc.
It's just that otherwise you might have to trawl the net looking for solutions and then mess about with all sorts of settings and registry entries whereas creating a new account is usually quicker, easier and safer.
If that doesn't work, then you will have to do the hard work anyway!

Do I just go to accounts and delete it? If so, will it give me the option to save everything, or do I have to back it all up before hand.

Yes, it asks if you want to save their personal files which is basically "My Documents" and Internet favourites.
TIP:
Create a new user first before deleting the old one to check that it works
If it does, delete the old account and rename the new one.

Just created a new account and tried it, and that is the same as my daughters.

edit: ok, stupid question time, how do you start safe mode with vista?
i hit f8 at startup and am left with a menu with 2 options:
1. cd/dvd drive
2. sata(?) hard drive
when i hit 2 it just starts up normal.

Yeah, the F8 trick doesn't always work with vista for some stupid reason! The other option is the same as in XP: Click start then in either the run prompt or the Vista Search bar type 'msconfig' and press 'enter'.
When the msconfig window appears, click on the 'boot' tab and select 'safe boot'. click 'apply', then 'Ok' and you will be prompted to restart the computer.
When you've finished in safe mode, run msconfig again and, on the 'general' tab, choose 'normal startup', click 'OK' and restart.
If it gives you the choice, make sure you log in as 'administrator' and not just a normal account with admin privileges.

bloody vista!!
I finally got into safe mode and the file has vanished! It was definetely there last night, so God only knows.

Is it in another user's desktop or documents folder? If you're logged in as administrator, you'll have to browse to their folder to find the file.

im the only person who uses my laptop. it was in limewire's shared folder, so unless its moved itself if you try deleting 100 times eventually it works!
edit: if i search, it is there but i cant see it! hidden files are shown, any ideas?
edit edit: unbeilevable! when i try to delete it, i get "this file is no longer in this location" !!! so why did the search say it was?!
