I can get it no probs! What is it needed for? I've got CS vers 1.3 at the mo but let me know what I need as I'm quite new to this!

basically counter strike is just a mod of Half life. It wont work if you dont have Half life installed. Just like Alloy wheels wont get you anywhere, if they are not attached to the car 
so get a copy of half life, install that then install counter strike.
1.3 isnt the latest release though. You'll need to get the newest files:

youll need 1.5 or you wont be able to play online. As far as i know 1.4 or 1.5 dont need XP to run. Ive never heard anything like that before 
but you should install HL before CS because CS runs off HL...
you put the wheels(CS) on the car(HL) not the car on the wheels
