The problem is if you only resize, the picture may be scewed because it doesnt have the correct aspect ratio. Therefore you will almost allways need to cut something off to make it the right size.
An example: you have a picture that is 208x320 pixels and you need it to be 128x160 pixels. If you go to resize and select height 160 then it will come out as 104x160 which doesnt work, if you select width 128 then it will come out as 128x197 which also doesnt work, but it works better because now you have the width and only need to cut off 37pixels from the top or from the buttom. This you can do in a number of ways, using the marque tool you can either set it to fixed size 128x160, marque and then copy the correct sized picture, or using the marque tool set it to fixed size 128x37 and then cut the unwanted part off.
Now depending on what graphics tool you are using there are many other ways to do it - some have better tools than others. For instance Im using photoshop (which is considered the best tool available amongst many - though pretty expensive) - it has a croptool that you can set at fixed size that will automatically both crop (cut) and resize the picture. This is by far the easiest.
First I load a picture that does not fit
Then I use the croptool and set it at fixed size 128x160
With the croptool I select the area of the picture I want to be 128x160 - one can resize the selection precisly - the tool will be locked at the correct aspectratio.
When Im satisfied with the selection I do the crop and end up with a finshed picture in the correct size 128x160 and the corret aspectratio.
And agin this is only one way of doing it - there are many ways to do it depending on which tool you have available.
Its very easy actually. If you have the correct tools and know their functions
Allways remember that good tools are half the work - if you have the correct tools and know how to use their functions - doing the actual work is the least part of it. Then the difficult part becomes being creative, getting ideas, and having an understanding of what looks good, which colors to blend or which effects to use etc.
