Did you expect high-end phones? At those prices? The specs are OK for budget phones, which is exactly what they are.
Not everyone is willing (or able!) to spend 300-400 or more on a phone.

I expect Microsoft to abandon the project once they take full control over D&S by the end of March. They might milk it for a year or so, but not longer than that.

It doesn't make much sense since 8.1 could run better than this andro fork on the exact same hardware for the same price.

To me it is obvious. Phone development takes a lot of time. It's not like last week they thought, "Let's do an Andorid phone... here's some software, here's some parts, chuck it all in this shell, put it in a box and there we go". This has been happening since well before the Microsoft deal came about... phone development and design takes years.

Nokia may have even switched entirely to Android if Microsoft wasn't in the picture and it turned more profit than their middling Windows Phone effort. But they would have spent a lot of money on this Android project and they need to make that back by releasing these phones, regardless of the Microsoft deal.

Yes, Microsoft will probably bring a halt to any future Android based development, and yes FOR US that is a reason not to buy these phones. BUT, the average consumer will not know this, will not care about this and will buy these phones. They may never even know about any updates they might miss out on due to Microsoft and they may never require any support.

For them, this is just a phone and they'll probably be happy with it and buy another Nokia later with Windows Phone. Nokia will make some of their development costs back and that's probably all they care about at this stage.
