It seems to be a very sneaky way of wording the auction that makes it sound like it's for a PS2 etc. complete with manuals and boxes, rather than everything EXCEPT the PS2.

Moral of the story is to read auctions carefully, and if in doubt don't bid, especially if the price is suspiciously low

Looks like eBay removed the PSP box.

I did email the bidder to warn him, maybe he realised his stupidity and reported the seller to eBay?
