Apparently SE does not have a "true" global warranty.

I took my 3 week old z1010 into the local SE service point today to have it upgraded. Because I purchased it in Germany, and they are not for sell in Finland, the local SE service point (referred to now as SESP) offered to upgrade it for 15 Euros. Not mention the fact that they had no idea what the latest software for the z1010 is. Is this normal or has this been the policy for a while?
