'Locked' means that a phone's locked to a certain network, e.g. if you buy a phone from the Vodafone shop, it will probably only work on the Vodafone network.
An 'unlocked' phone is one which will work on any network straight away, or if someone has unlocked so it will work on any network, for example if you buy the same phone sim-free online, or from a high-street chain like the Carphone Warehouse in the UK
