yes it appears to be a small bug, in the driver i set it to display
2.995 in hex 2.3E3, i have no idea why the phone reads it as 2.227

EDIT: i figured it out it will only read 2 values so it was only reading E3 which is 227, i updated the link in the first with the correct version info it should now show 29.95.

Normal_scene has a maxium of 1/6 sec shutter speed (standard driver it's 1/8)
Portrait_scene has a maxium of 1/5 sec shutter speed (standard cam driver it's 1/8)
Landscape_scene isn't changed
Twilight_landscape_scene has a maxium of 1 sec shutter speed (standard cam driver it's 1/2)
Nightportrait has a maxium of 1/4 sec shutter speed (standard cam driver it's 1/8)
Beach_snow_scene isn't changed
Sport_scene isn't changed
Document_scene has a maxium of 1/6 sec shutter speed (standard driver it's 1/8)

in my driver the shutter is open longer in low-light than most other drivers thats why you need to be more still, but are you telling me with auto mode you can't hold the phone still a extra 0.2seconds.
