Picture downloads?

When I open the picture editor program which came with the phone and I try to download pictures from my pc the the phone the icon in the bottom right hand corner which allows to to download is in grey, which indicates that it can't detect my phone, the phone is hooked up on the sync station correctly, how can I sort this, any clues?
