it'll b the ping time to the server i.e. how long does it take for a signal to go from your comp to their server and back!
The smaller the number the better your connection is deemed... i pick up about 20ms but nearest one to me is dublin lol
The closer u r to the server the quicker the latency (ping) is...

It's that way because you're running ADSL (most common), it means Assymetric Digital Subscriber Line. ADSL means that you're downloads woud be faster than your uploads.
SDSL (less common, way too pricey) means Symetrical Digital Subscriber Line. It's where your uploads and downloads run at the same speed.
