You're being too harsh :-) It's an amateur mobile phone photography site, it's not an art gallery in New York. The landscape itself is quite nice, the river, the bridge, the old walls to the left. Granted it's not a photographic masterpiece but there's no point in offending the user just for that. It's a nice picture from an even nicer camera phone.
