The government coalition in Japan is preparing a law to outlaw prepaid mobile phones. The reason given is that too many prepaid phones are used for crimes, e.g. the "ore ore" fraud.

The number of prepaid phones in Japan is very small, but it's not equally distributed. DoCoMo has almost no prepaid users, and has announced to abolish this service. Vodafone has about 10% prepaid users, and TuKa about 20% - so these will suffer when prepaid phones are outlawed.

Arghh good old Ore Ore.... a little explanation of it..

In "ore-ore sagi'' (``it's me, it's me'' fraud) cases, confidence men call up their victims pretending to be a distraught relative in need of quick cash and ask that money be placed immediately in a designated bank account.
In many cases, the reason given is that the money is needed to settle a dispute, such as a traffic accident, out of court.

It'd b more logical to b not outlawed but droped by the networks..if u ask me,no prepayed, then u have to get a subscription which is better anyway! Can they ban prepaid? It's cheaper to control prepay in some way than ban it.

It's a good idea, prepaid should be outlawed throughout the world.

Firstly, anyone who should fall for the scheme, kindly explained by themarques is too stupid to be protected by any government legislation! (I mean seriously, don't you generally know who your relatives are, and would you feel the need to transfer money to someone with whom the only contact you'd had had been a suspicious phone call?!)

And secondly, outlawing prepay is a fairly unlikely scenario as it precludes the use of mobiles by anyone too young to sign a contract, and it would seem pointless for the networks to agree to wiping out a perfectly good (and highly lucrative) revenue stream (something like 70% of the UK market is prepay) when it would be far simpler to require identification at point of sale and register prepay phones to the user, thereby solving the fraud issue.

Boy, do the Japs need me!

I guess that wold just be an unfair 'act' for the majority of the populace! Though not certain here 'bout the ratio/percentage of the individuals who uses prepaid accounts in Japan, but here in Manila it certainly covers 'bout 80% of the total mobile phone users!

@dave_uk : Agree with your general point, however the networks need not agree with the legislation, it is completely in the hands of the government to put forward legislation.
