On Microsoft's site, there are XP power toys,
One of the toys is: "Image Resizer"
Once installed, adds a option in the right click menu (when clicking a image) to resize. click advanced, custom and stick in your mobile screen size, click ok, and bingo, ready for transfer.

You cant configure a predefinided size, is better that open PS but could be easyer

all you have to do is right click, click resize, custom and enter the size wanted.. whats wrong with that? seams simple enough and works like a gem |

In between ,have you guys used 'irfan view' with all plugins ?

160 *128 . 128*127 is the viewable size for wallpapers.
