Yes!!! The T28 service cable is indeed a cable. And the software that you're gonna need is obviously the FW upgrade and the software that will put it on your phone.

you need what's called on e-bay a terminator dongle.
it has both USB and parallel (printer) port connectors. it is about $25 shipped now, i got mine for $36 shipped over 2 months ago.
you will also need a cracked version of DIV 8.4 as well as the firmwares you want to flash.

you should email the seller and ask if he can ship it to you. i'm in the US so for me it was easy. i'm sure you could find some sellers though that ship to Peru.
