Central London wil get free WiFi everywhere, in time for the Olympics, but I guess you're looking for cafes, restaurants, etc. ?

I've found McDonalds to have pretty nippy speeds whenever I've had to hit up their WiFi, and most don't mind you plugging in, not the nicest place to be unless it's fairly empty though.

I've use Mcdonalds's Wifi quite a lot but they won't let me use the power socket so eventually i have to move on if the battery drains.

For a price of a coffee Starbucks is a good option, and also all Apple stores will let you use their wifi but im not sure about plugs.

Will Apple allow windows laptops into their stores? I don't think that is a good option though even if they do because there is no seating areas.

If you can get onto the eduroam network, pretty much any university campus and its surrounding areas. Smaller colleges may not have it, but signal is in abundance around Bloomsbury, and probably on the Strand also.
