well, the article says it will only be initially available "Only on the new AT&T" so I guess we might have to wait a while

I expect it will be supidly expensive to get one from the states and shipped here to the UK for a few months. I also expect that it will be locked to AT&T and wont be easy to unlock which means it will be useless here anyway.
Lets wait until the end of the year when the UK finally gets it. |

How?
You need to take out a minimum 2 year contract with AT&T in the US.
To do that, you need to be a US resident, with US registered credit card/banking details.
So, unless you know someone who lives in the US, and is prepared to sign-up for and pay the contract for you, plus ship a locked phone that will be useless anywhere else, you'll probably be out of luck.
There's no guarantees it will work on networks outside of the US anyway, even if it was possible to unlock it. Visual Voicemail requires the host network supports it.
