that also says the site is suspended as do all the site links I have found in the various threads

It's not the latest version, but it should do the trick.
Also, if the application is crashing when you open it, you can either:
a) block any connections it attempts to make with your firewall (if you have one) or
b) Add this line in your hosts file (located in "C:\Windows\System32\drivers\etc\hosts"): 127.0.0.1 http://www.vapulus.com
c) Disconnect from the internet

You might also need the Microsoft .net Framework in order for it to work.

erm, i tried the software, and tried the method b, the application still closes automatically even installed nero audio, microsoft .net framework 2, and apple quicktime |

Hmm I have the exact same problem 
Installed M3-0.8.9.8-Installer.exe
MS Framenetwork
Nero Plug-in and ffshow... and added 127.0.0.1 localhost in the hosts-file... |
