Here where I live, in Lithuania it's impressive speed too, but it's not very rare, you can have 100Mbps connection for about 15-20 Euros/month. I'm student and I live in dormitory of my university and this internet costs only €2 per month.

You're at Uni testing this.
They probably have an GPON / SDH connection with 1.2Gbps / 2.4 Gbps.
Anyway, you could have that if you either had VDSL ( http://en.wikipedia.org/wiki/VDSL ) or GPON ( http://en.wikipedia.org/wiki/GPON ) connections.
A T3 line would go up to 45 Mbits only.
You would need an E4 line to get that kind of speed.
