T28 Cable isn't USB. Are you using the USB cable that came with the phone?

have you assigned a COM port? and put this in your flashing application? have you tested the cable? Have you asked the reseller for explicit instructions on how to use it? What did they say?

The cable that you showed in your link is the wrong cable. It has to be a serial cable not a usb cable.
