Does one have to pay for my PAC code?

My brother in law is currently with Vodafone through Singlepoint and has just signed up to 3 through Dial-a-phone (I feel for him). He asked for his pac code from Singlepoint and they said no unless you pay us Ł20, is this right? He is out of contract so what do you all think of that?

Many moons ago i worked for phones4u (they connect to swindlepoint) They obviously want to keep your business and will try and charge you for a PAC code. If you argue with them they should waver it, or at least they used to.
