It all depends on the tarrif and if you are payg or contract.
If you are on contract norm
0845 and 0870 numbers are included in your mins, This is now the only network to do this.
However please dont quote me on this as it may have changed now

I believe 0845 numbers are called" lo-call".i'm pretty certain they are chargeable in the same way as standard landline numbers mate.
