How to get mobile numbers?

Hi guys!I know maybe this is not a best place to ask this but some of you might know this.I want to set up a company to provide sms quiz game with realy big prizes for mobile users but I don't want to spend a fortune on advertising.I'm thinking about to send a text message to every single mobile user in the UK.I found a way already,will cost me about Ł10000.Anyway,the problem is I need those (couple of millions) mobile numbers.I can not just make up numbers because that is not that easy.Any idea?
