A recorded voice message called my landline number (NTL) saying that you have won £5000 please press 0 for more details. My stupid idiotic wife pressed 0 and the phone disconnected. The dialiing tone is still there. Whats going on is this a scam?

Also phone the telecoms regulation board. All scam instances should be reported.

Thats about all you can do.

Also you can add your phone number to the "telephone prefernce service" this means no businesses are allowed to phone you (fines to them can be £5000) its a free service find the number in the phone book. (Works with NTL numbers too.)

Although this wont protect you from illigal rouge scams but it will mean your number is on less and less databases.

UPDATE:

NTL customer services have checked the line and confirmed that the line was not misused at the time. No calls were made to premium rate or international numbers. They said the damage could only be done straight away after pressing 0 and not later on so we are OK.

Well you kinda have to belive NTL really. Although when my dad was caught out once by a rouge dialer the PREMIUM call(£3 permin) to africa did not show on the online bill until the billing date. But if you hae that in writing from NTL thats the best your going to get really.
