you can find a list on http://www.umtsworld.com/industry/livelist.htm

the following countries have at least one UMTS network running, some might not have gone public yet:

Japan
Norway
UK
Sweden
Finland
Austria
Luxembourg
Ireland
Denmark
Germany
Slovenia
UAE
Portugal
Greece
Hong Kong
Spain
Italy
Netherlands
