If such thing existed (and maybe it's possible, we never know...) it would be a hardware thing and not Software. Cos it would have to get a way of converting infrared beams' energy into electrical power.

TSomeone have developed a kind of desktop "rug" that could charge any phone if you just put it on the "rug". It also could charge, headsets, laptops and other devices, but they had to have some hardware component (wich
had) for it to work.

(Just a wild guess now)
I don't know if it worked with all battery types.
Maybe they used that rug to magnetize/ionize the battery again, recharging it.
