write code for MMS OTA Setting?

i want to write the code in order to setting MMS OTA service from PC to mobile phone! I have read OTA_MMS_setting version 1.0 at "forum nokia", i also understand binary message format! I have writed the code to sending sms successful from pc to phone! but i want to know the message is TPDU+UDP+data or UDP+data in MMS OTA setting message?
