Why I cant send SMS error..nos. is not permitted or something

My location is -> Riyadh im using a SIM card they called it family that u can store onyl 8 nos. in your phone...but u can send SMS in in place or country but when i put it on my T68 why i cant send.. any options or configuration I missed...help me guys...
