Sending a midi to a phone... how?

How do I send a midi to a phone? I don't have a computer cable, nor do I have infared on my computer.. is it possible for me to make my own wap site and download it off of there.. i have hosting for website... also.. the midi i want for my ringtone is like 4 minutes long.. how can i shorten it?
