You get the .SWF flash menus from
phones that supports flash menus, and you send those flash menus to your phone by a program called XS++ and there's a post in the firmware forum that instruct step by step how yo make your phone to view those flash menus, but from what i see from your ava that your phone is 
910i which is not supported yet by XS++, so you gotta wait for a newer version of it.

Trust me, if don't even know the software, with which you can make .swf files, you've no chance of actually having an idea how to use it once obtained.
The program is called Adobe Flash.

Adobe Flash MX 8, use google to find info about this software. I watch my friend using it, looks easy to use once you get the hang of it. Lot of flash menu is really simple i think but the creator is very clever to have the idea of making it to look great with those effects they add...
