I assume that you're referring to CID unlocking. If that's the case then read the HTC Kaiser Hard-SPL v1 - CID Unlock & Flash any ROM to your device (4 free) thread at XDA-Developers.com for instructions.
Regarding removing SIM lock, AFAIK there's no software for this yet. There are a few sites that offer this service but as I understand they just sell unlock codes. Read more in the Sim Unlock thread.
(For those of you wondering what the difference between CID lock and SIM lock is: CID lock means that the phone can only be loaded with firmware from a specific vendor/operator, while SIM lock means that the phone will only accept SIM cards from a specific operator.)
