Layers when making uiq theme? theme creators HELP

So i know since making themes for my w900i that it works with layers i i use a transparent image i can see what's under, but now when making a theme for my w960 uiq3 phone, i don't get it, i am trying semitransparent's png files for the buttons but nothing happens?? i don't whant to have the same button a whant it to be a button but you can se the bakground behind, how can i do that? or am i just doing it wrong?
