That T650i is refurb, therefore you won't get a 'new' one, you'll get a 14-day return or 28-faulty one thats been repaired, and you prolly wont get the original accessories etc. You'll be flaming lucky if you get that lovely desk stand either.

get setool2lite 1.11
install the usb flash driver ( in drivers folder in setool2lite package)
add the patch to the misc box in setool
press write script
when the box pops up, press no
wait till you see elapsed **seconds
unplug the phone, take out & reinsert battery and turn it on and it should be unlocked
EDIT: the phone has to be cid49 for this to work

EDIT: and you DO NOT need to flash the FS as the guide suggests (you loose all files if u flash the fs)
EDIT 2: remember to back up the gdfs before you start messing around with flashing phones
