GSM/GPRS in Detroit, Michigan

Hello all... my first post in this board and hope to make many more.
But one question i had before being able to do so is that what is the best service for using a T68i At&t wireless or T-Mobile, this is for Detroit, Mi but it will hopefully extend nationally since i travel around the country quite a bit especially to Chicago and Philli. Anyways, i would like to know what is a good service between T-Mobile and AT&T in the Detroit area. Other than that, is the T68i from T-Mobile unlocked, as in able to accept prepaid sim cards in Europe since i am plannin to go over there soon.
