How can I recover Lost ata on hdd with a USB drive?

Hi guys, I am wondering if this is possible, I need to find a file that was deleted in windows xp, but I am unable to install data recovery software on the machine. Is there anyway to have the data recovery software on a usb stick or somehow log on to the network and do it via tcp-ip? I am really not that clued on windows so any help will be appreciated.

I dont mind buying any software as long as its recommended and trialed.
