hey, open up a topic in the forum, and when u see all the thread topics, press and hol control on your keyboard and click the thread. Does it put a blue ring around it? It does for me :S :S

Happens, if you do not click onto the thread title but on the frame around it.

No it's perfectly normal. Like has been mentioned, the frame is being selected.

it just selects the frame, nothing to worry about.
