SIM- Free?

I see a lot of people writing SIM Free as if the phone is unlocked and unbranded. As far as I know Sim Free means it is sold without a sim card. I have talked to Vodafone before and they refer to buying a phone without a contract or PAYG as sim free. Surely if it is unlocked and unbranded then that is how it should be refered to. I could sell a phone that is locked and branded tomorrow and refer to it as sim free as it does not include a sim (I am not going to though).

yeah sim-free refers to the state it was given to you by the shop.. Ie without a sim, sim-free phones normally come at a cost as they are not subsided by the network.

sim-free also always means the phone is unlocked and unbranded but sim free means it was never locked or branded in the first place....
